Rahul Gandhi Visits Top Srinagar Eatery For Dinner

SRINAGAR: Leader of Opposition in the Lok Sabha Rahul Gandhi on Wednesday visited a famous eatery in the heart of the city here to have dinner, a security official said.

Gandhi, along with Congress president Mallikarjun Kharge, left Hotel Lalit in the Gupkar area of the city, where they are staying, to dine at Hotel Ahdoos, one of the finest eateries in the city, famous for Kashmiri ‘Wazwan’, the person said.

It was not known whether the Congress leaders were only having dinner or meeting someone there.

The high-profile visit to the busy Polo View Residency Road area — the commercial hub of J-K’s summer capital — came as a surprise for everyone there.

Article 370 in Indian Supreme Court

CJI asks if petitioners want Supreme Court to assess government’s ‘wisdom’ in repealing Article 370

Dushyant Dave says abrogation exercise was “bereft of any reasons”, prompting the CJI to ask if petitioners wanted the SC to review the basis of the Centre’s decision to repeal the provision

The Supreme Court, hearing a series of petitions against the abrogation of Article 370, said that its ambit lay in investigating whether the repeal of the provision in August 2019 amounted to a “constitutional violation”.

The Supreme Court on Thursday appeared unenthusiastic to accept an “invitation” to judicially review the “wisdom” behind the Union government’s decision to abrogate Article 370, which had given a special status to Jammu and Kashmir.

Instead, the Constitution Bench said that its ambit lay in investigating whether the repeal of the provision in August 2019 amounted to a “constitutional violation”.

Supreme Court hearing on Article 370 abrogationDay 1 | Day 2 | Day 3 | Day 4 | Day 5 Day 6Day 7

“Are you inviting the court to review the wisdom of the decision of the Government of India on the abrogation of Article 370? Are you saying that judicial review should reassess the basis of the government decision that it was not in national interest to continue with Article 370?” Chief Justice D.Y. Chandrachud asked. More info : https://www.thehindu.com/

"The exercise of abrogation is a complete fraud on the Constitution. In the BJP manifesto, they had promised abrogation, and this Court had ruled that these manifestos cannot be against the constitutional scheme and spirit. Now because you have majority in Parliament, you have done this and it is all because you told people to vote for you and you will abrogate it. This shows power exercised for colourable considerations. President is not a rubber stamp; majority does not speak, it is not a constituent power."

After Dave concluded, Senior Advocate Shekhar Naphade began his submissions for the petitioners.

He said that the Presidential proclamation leading to the abrogation was "clearly without jurisdiction," since the Governor had already dissolved the assembly and assumed all powers of the State.

"This assuming of power will not mean breakdown of law and order machinery. This is a jurisdictional issue and Article 356 has been invoked for a collateral purpose and the collateral purpose is apparent on the face of the record. The J&K Reorganization Act is born in unconstitutionality."

At this point, CJI Chandrachud asked what happens when one unites two States.

J&K did not completely integrate with India

Shah reiterated submissions he had made towards the end of yesterday that although J&K “unconditionally acceded” to India through the Instrument of Accession, it did not “integrate” with India since no “merger agreement” was executed.

He further added that the powers subsumed in Article 370 can either be termed as “sovereign or residuary” powers. Zafar Shah (Advocate)

Why did J&K need Article 370?

Shah submitted that since no merger agreement was signed, J&K maintained its “constitutional autonomy”. He added that it was through the residuary powers to make laws that the State exercised its autonomy.

DRDO working on cultivating vegetables under intense winters for Army

The research for the same is being done by DRDO's Defence Institute of High Altitude Research
Leh, September 22 (ANI): As the troops are set to spend harsh winters at the China border, the Defence Research and Development Organisation (DRDO) is working on cultivating vegetables in the tough conditions here, for the Indian Army, with the technologies like passive greenhouse technology, zero energy-based technique storage, and microgreens.
The research for the same is being done by DRDO's Defence Institute of High Altitude Research (DIHAR).

Availability: Goji berry planting material
While speaking to ANI, DIHAR's Director, Dr Om Prakash Chaurasia said that the focus is now on to augment the availability of fresh vegetables in winters like summers.
"With technology and hill council, all vegetables can be grown in summer but now our focus is on winters that how to augment the availability of fresh items in winters. There are two approaches, one is to standardise the greenhouse technology. This (Leh) place has high intercity of solar even during peak winter period so we are working on a passive greenhouse. We will be able to grow cabbage, cauliflower, and even tomato even in the month of January where the temperature drops till -25 degrees. We have an underground greenhouse as well. Another approach is to develop the storage of vegetables grown in summers. It is zero energy-based storage technology. Potato, cabbage, cauliflower, Raddish, carrot can be stored for 4-5 months," said Chaurasia.
Chaurasia also highlighted that DISAR is also cultivating superfoods like Quinoa, chia seed, seabuckthorn, and Goji Berries which are exclusively grown in Leh.
"Oxygen level is low and under stress condition in this area. So, we require foods which are enriched with nutrition. We are cultivating a superfood which is a food which you consume less and it is more effective. We are cultivating foods like Quinoa, chia seed, seabuckthorn, and Goji Berries," he added.
In August last year, Prime Minister Narendra Modi mentioned a special plant named 'solo' which is also known as the Sanjeevani herb that is found in
Describing the utilities of solo herb which is known as Sanjeevani, Dr Chaurasia said, "Himalaya is a treasure of herbs. Sanjeevani is one of the herbs found in the Himalayas. Its scientific name is Rhodiola. It cures fatigue, mountain sickness, and works on memory boosting. The roots of Sanjeevani have the fragrance of a rose. is working with UT administration for mass cultivation of it."
DIHAR has worked on the microgreen plant which will help jawans grow plants in harsh conditions and can be grown in 10-15 days. The product can be used as a seasoning for farmers.
Talking about microgreens, Dr Dorjee, a scientist in DIHAR said, "In the far area, Army is deployed in harsh conditions and there is no availability of substrate or soil to grow vegetables. Through technology, we will be able to provide these microgreen plants to army jawan when he is having lunch or breakfast in those areas."
"To grow these plants, we have to ensure that ingredients need to remain minimum like cocopeat, and after 10-15 days, these plants are ready for consumption. It can be used for seasoning too," he added.
Dorjee further said that around 20 vegetables can be grown in this medium and it is rich in vitamins, minerals, and antioxidants.(Business Standard)

BJP firm on its 'core' issues: Dr Jitendra

NEW DELHI, December 17: With just one day left for the election campaign to end in Jammu & Kashmir, Union Minister of State (Independent Charge), Dr Jitendra Singh today brushed aside all the misgivings and categorically stated that Bharatiya Janata Party (BJP) is firm on its ''core'' ideological issues and has neither given up nor deviated from any of them.

Dr Jitendra Singh said,Jammu & Kashmir is the ideological base of BJP and the erstwhile Bharatiya Jan Sangh and observed , it was from here that our "founding founder" Dr. Shyama Prasad Mukherjee had launched his mission for total integration of the State with the Indian Union and had also sacrificed his life in a Kashmir prison. We owe it to the legacy of Shyama Prasad Mukherjee and the sacrifices of hundreds of Praja Parishad activists who devoted their lives for the cause of Jammu & Kashmir and we, the present generation of BJP "Karyakartas", have inherited the responsibility of living up to the ideals of these great patriots, he added.

Referring to constant regional discrimination and injustice meted out to the people of Jammu, Dr Jitendra Singh said, this has unfortunately led to a defeatist and slavish mentality in the region which has adversely affected the growth and progress of our youth. BJP is committed to undo the step-motherly approach towards Jammu by successive State governments and ensure that the people of the region get equal opportunities in education and employment and at the same time, do not suffer from the psychological complex of being treated as second-class citizens in their own State,he added.

While BJP stands for equitable development of all regions regardless of community, caste or creed, Dr Jitendra Singh said, the party will, at the same time, ensure that no section of society in any of the three regions of the State has to be subservient to the ruling hierarchy from another region.

Dr Jitendra Singh said, while “justice to all and appeasement to none” will be our core guiding principle, we will at the same time ensure that the State of Jammu & Kashmir is not deprived of the enormous benefits of progress and growth available to other States of the country. Prime Minister Narendra Modi has special concern for the development of Jammu & Kashmir and in order to get the maximum benefit of the Central funds and assistance available to us, it is essential to have a State government which is accountable to each and every penny provided by the Centre and is, at the same time, capable of emulating the model of governance established by Narendra Modi.

When asked why BJP had not declared its chief ministerial candidate like other parties ,Dr Jitendra Singh sarcastically quipped "The answer is simple. In parties like National Conference,PDP or Congress, chief ministers are born in homes of certain "dynasties" while in BJP chief ministers grow up from the cadre and anybody can become a chief minister based on calibre and acceptability".

Dr. Jitendra Singh said the Assembly results on 23rd will prove that BJP has an important role to play in the future dispensation in the State. BJP in J&K is no longer going to be a party of mere protests or Dharnas but it shall be a party with an essential role in decision making,he added.
