China defends contentious CPEC, says it is economic initiative and has not affected its stand on Kashmir issue

India has protested to China over the CPEC, the flagship project of China's Belt and Road Initiative (BRI), as it traverses through Pakistan-administrated Jammu and Kashmir .

Beijing, May 24 (PTI) China on Monday again defended its controversial USD 60 billion CPEC project with Pakistan, disregarding India''s protests as it is being laid through Pakistan administrated Kashmir, saying it is an economic initiative and has not affected its principled stand on the Kashmir issue.

Leaders of China and Pakistan have praised the progress of the China-Pakistan Economic Corridor (CPEC) in recent days as the two close allies celebrated the establishment of 70 years of their diplomatic relations. 

India has protested to China over the CPEC, the flagship project of China’s Belt and Road Initiative (BRI), as it traverses through Pakistan administrated Jammu and  Kashmir. 

The massive infrastructure project connects China’s Xinjiang province with Gwadar port in Pakistan’s Balochistan province. 

China has been defending the CPEC, saying it is an economic project not aimed at any third country. 

Answering questions on the CPEC at a media briefing on Monday, Foreign Ministry spokesman Zhao Lijian said that the CPEC as one of the pioneering projects under the BRI has made important and major progress in infrastructure, energy, ports and industrial parks. 

He said the Belt and Road Initiative is an open international economic cooperation initiative with objectives of enhancing regional connectivity and achieving common development. 

"We are also extending the CPEC to regional countries, including Afghanistan. This will not only boost faster economic development in Pakistan, but also regional connectivity," he said. 

Asked how China sees regional prosperity being furthered by the CPEC in view of India’s position that it passes through Indian territory illegally occupied by Pakistan, Zhao said the project has not affected China’s principled position on Kashmir. 

"China has stated its principled position on Kashmir many times. The CPEC is an economic initiative that targets no third country. It is not about territorial disputes and does not affect our principled position on the issue of Kashmir,” he said. 

On the CPEC''s extension to Afghanistan, he said, "on third party participation in the CPEC, China is having discussions with third parties, including Afghanistan". 

"The two sides are having consultations through diplomatic channels. We notice that Afghanistan imports and exports goods through Gwadar and Karachi ports. High-speed highways are also being extended to Afghanistan,” he added. 

In a message to his Pakistani counterpart Arif Alvi on Friday on the 70th anniversary of the establishment of the China-Pakistan diplomatic relations, President Xi Jinping said the CPEC has achieved remarkable results. 

Pakistan Prime Minister Imran Khan said at a high-level meeting in Islamabad that the CPEC will bring economic progress not only to Pakistan but the entire region.

LAWMAKERS GRIEVED GRAVES

Tuesday, September 27, 2011 was just a routine day of business in the history of state assembly. The issue of unmarked graves dominated Day 2 of the brief autumn session. Just how did the lawmakers grieve over the anonymous graves that dot the troubled state’s landscape?

House resumes at 10:00 hours and Speaker Mohammad Akbar Lone finds Ms Mehbooba Mufti and other PDP lawmakers on their toes. She started impressing upon the chair that their adjournment motion be accepted because the unmarked graves report of SHRC is highly sensitive. For the last one and a half months, she said, nobody in our country opened his mouth on this issue. These graves are not in Africa. Unlike British parliament, our parliament did not discuss it. There are 3000 graves, she said.

Lone says he is equally concerned as son of the soil but is bound by the House rules. “Heavens would not fall if you suspend the routine business and permit the discussion,” Ms Mufti said. “Let this house send a message out that it is concerned.”

The argument for rules and their suspension went on. Molvi Iftikhar Ansari, Muzaffar Hussain Beig, Javed Mustafa Mir, Rafi Ahmad Mir, Nizam-ud-Din Bhat and many others intervened. The Speaker stuck to his guns. In between there were heated exchanges. Some lawmakers from Jammu even suggested a separate PDP-NC house. At one point of time, the Speaker suggested to Ms Mufti that “we all are equally blamed for whatever has happened and you (read PDP) can not escape unscathed.” In the end, the question hour was almost over and the Speaker finally ruled: “I reject it.” The PDP brigade walks out, never to return for the day.

The House takes up the short duration discussion at around 12:15 hours. Mir Saifullah, one of NCs best debating lawmakers, starts his speech. The official gallery is empty. State Police Chief, Chief  Secretary, Additional DG, Home Commissioner – all are out. Almost all the ministers are out, probably clearing files or busy in meetings in their allotted rooms in the House building. The opposition is now restricted to BJP and Panthers Party.

“Had Kashmir issue been solved, we might have not been counting the graves now,” Mir started. He talks of UN resolutions, agreements between India and Pakistan and finally picks up the threads of turmoil from 1989. From Hawal massacre he moves to Handwara and then offers certain specific instances of those gone missing. “There is no place where there is no graveyard,” he said and mentions Master Ali Mohamad, Wali Mir, Roug Shah and a young bridegroom who was blown to death and whose family got just a few kilograms of his body.

He talks about some specific killings that took place during the earlier PDP government. Mir sees a hope in the Truth and Reconciliation Commission and talks between India and Pakistan. In between there is a verbal duel between BJP’s Ashok Khjuria and NC Kafil-Ur-Rehman. As Mir starts concluding his almost 40 minutes long speech, Chief Minister, Law and Finance Ministers are back on their benches, so is an officer in the official gallery.

Congress’s Ashok Kumar takes over. “There is requirement of reconciliation and rehabilitation,” the lawmaker says. He says the issue of unmarked graves is humanitarian and not political. He wants a commission to look into it. NC’s Aijaz Ahmad Jan talks about Master Mumtz of his area who was detained and is missing with an enquiry still on. Insisting that there were such graveyards in his area as well and demands chief minister to announce a commission so that people get justice.

Congress’s Mohammad Sharief Niyaz said TRC should happen. He wants a holistic view of the issue that should take care of the people who have gone across and settled on the other side of the LoC. There are skeletons being recovered from forests. “There is requirement for a complete investigation from all angles,” he said.

It was Kafil-Ur-Rehman, NC’s Karnah MLA who stunned the house. “In our area there are so many gorges where there are many hundred skeletons,” he said. It was his reference to the two brothers who went out and never came back when he mentioned again: “There is a gorge that is 1000 ft deep and people have seen crows hovering around there.”

He says the “un-natural division” has led to a series of massacres in his area – 5000 people in one snowstorm and 4000 people in the wars of 1965 and 1971 and 6000 others who led in shelling for all these years. “But some people have taken the contract of exploiting the issues,” he said and ended by reciting the famous couplet about a victims plight of where he will trace his killer because the assassin has used the hand-glouse!!

Nazir Gurezi who represents another border belt talks about Mufti Sayeed’s appointment by Jogmohan who, he alleged, spearheaded massacres in Kashmir. Then he bashes Ms Mufti for praising Modi. He mentions the killing of six persons by Mufti’s guards and finally ends with the suggestion of a commission that will take care of things from 1990.

Panthers Party’s Harsh Dev Singh while expressing concern over the issue of unmarked mass graves said that the matter should be probed properly and truth must come out. “It seems we are playing politics over dead bodies,” he said. “It is a grave issue and we should see the other side of the picture as well.”

BJP’s Ashok Khajuria expressed concern and raised the issue of Kashmiri pundits who , he alleged, were brutally killed by the militants. He specially mentions Sarla Bhat, who, according to him was killed on a band saw. His speech was interrupted by many lawmakers from the treasury benches. “If you can listen from barrister Mehmood Choudhary, why cannot you listen to me,” Khajuria said. “You people are fed by India and you conspire against her.”

It was the turn of the chief minister Omar Abdullah to wind up the debate. He started with the attack on opposition, which he believes is raking up issues for scoring political points. “These graves belong to 1990-2006 era and we could have easily said that we are not contributors to it so we are not responsible but we cannot say that,” he said.

Omar talked about a “disinformation and misinformation” campaign that gives an impression as if Kashmir is Cambodia or Nazi Germany. Almost reprimanding his party men for ‘mixing up many issues’ and ‘creating problems’ by generating a wrong impression, Omar said there were no mass graves. He made a particular reference to Kafil-Ur-Rehman, a lawmaker from border area of Karnah. “You better go and inform the SHRC,” an angry Omar told Rehman when the latter started explaining his utterances.

“Let me make it clear there are no mass graves,” Omar said. “There are graves carrying one body each though in a few there are more than one body which have been buried as per the Islamic rites.” He said these are unmarked graves and that is not very different from whatever happens in the periphery where people usually avoid having tombstones.

Hundreds of people, Omar said, having gone across the LoC for training have settled there and the state government with MHA is making efforts to get the willing ones back. He maintained that a large number of disappeared persons are living normal lives across the border but they still exist as disappeared persons here. He said there might have been a number of persons who might have been killed in the training camp mishaps, which is normal even in regular military training academies.

Omar said every killing cannot be attributed to the security forces. Recently, some surrendered Hizb militants led the security forces to a forest where they had killed and buried two civilians and they were there for the last seven years. “We are holding security forces responsible for everything and we are condemning them well before they are proven guilty,” he asserted.

It was at the peak of his speech that chief minister reiterated that the recommendations made by the SHRC investigation on the unmarked graves issue would be implemented. The government cannot suppress the truth. “Families having their persons missing should go and lodge an FIR with our human right cell and deposit their DNA samples,” Omar said. “The families would have to help us indicating in which graveyard they suspect their member could be buried so that we will do the needful.” He, however, insisted that this cannot happen overnight.

Already, he said, work had started correlating the FIRs registered with the police with the graves. He termed the task difficult because there are many conflicting numbers about graves in circulation. He referred to Poonch where 2500 such graves are reported to exist. Police records suggest the security forces have killed 2136 militants in that area of whom 2090 are foreigners. “They are buried there but they are foreign militants,” Omar said.

He referred to the recent instance in Gurez where seven of the 14 militants, whose names are not known, where buried. “Right now, we know who are buried in Gurez but after 20 years these could become other unmarked graves,” he asserted. Militants from 12 countries, Omar said, including Russia, Chechnya, Sudan, Pakistan, Britain and Afghanistan have been killed in encounters in J&K and their graves do exist here.

Putting the death toll of civilians in the state since 1990 at 17000, Omar said the people have a right to seek answers about their loved ones. “There would be some uncomfortable questions but we have to respond to them,” Omar said.

On the utopian Truth and Reconciliation Commission (TRC), Omar said it is possible only if India and Pakistan cooperate. “We need to know how many youth who had gone for training were killed while handling arms,” Omar said asking if Islamabad can ever offer details. “They pushed their regulars into Kargil and when they were killed they never identified them. How can they help in giving us these details now?”

'LeT strike in India can destabilise S Asia, threaten US'

Washongton, 25 May: Another major  attack in India by the Lashkar-e-Tayiba has the potential to destabilise the region, a powerful American lawmaker has said, adding that this Pakistan-based  outfit has increased its threat potential to the United States too, reports Rediff.

"This group (LeT), responsible for the vicious Mumbai attacks of 2008, is capable of not only destabilising the region with another attack against India, but through its extensive alumni organisation and network of training camps throughout Pakistan, it could threaten the United States homeland," said Senator John Kerry, chairman of the Senate Foreign Relations Committee.

Lashkar-e-Tayiba and Jaish-e-Muhammad continue to launch attacks that may spark a war between nuclear-armed India and Pakistan, he said.

Testifying before the committee, Christina Fair, an eminent expert of the region, said that Pakistan has raised and nurtured a number of militant groups, Lashkar-e-Tayiba being just one, to operate in India and in Afghanistan.

"These are distinct from the Pakistani Taliban, which has been ravaging the state, although part of the Pakistan Taliban does draw personnel from rebel erstwhile proxies," she said.

"Lashkar-e-Tayiba draws most of its recruits from Deobandis and other sectarian groups. This allows them to indoctrinate them into this worldview, and since it deploys relatively few people to Kashmir, this is an important part of its domestic outreach mission," Fair said.

China Gives Pakistan 50 Fighter Jets

ISLAMABAD, May 19 : Pakistan — China has agreed to immediately provide 50 JF-17 fighter jets to Pakistan, a major outcome of a visit by Prime Minister Yousaf Raza Gilani to Beijing this week, Pakistani officials said Thursday, reports New York Times.

China and Pakistan have jointly produced the JF-17 aircraft, but the new planes would be equipped with more sophisticated avionics, the officials said. The latest jet fighters would be paid for by China, they said.

The announcement came as Pakistan’s already tense relations with the United States soured further after the killing of Osama bin Laden deep inside Pakistan on May 2.

Last week, Pakistan’s spy chief denounced the United States in a rare briefing before Parliament in which he condemned the American raid for breaching Pakistan’s sovereignty. Parliament, in turn, called for the government to revisit relations with the United States.

Mr. Gilani’s visit to Beijing served as a pointed reminder of Pakistani suggestions that the government might seek to recalibrate relations with the United States, using China to offset what many here view as an overdependence on Washington.

The United States has provided Pakistan with some $20 billion in aid, mostly military, for its cooperation in fighting terrorism since the attacks of Sept. 11, 2001. Much of that aid has come in the form of reimbursements for Pakistani counterterrorism operations.

Both the aid and the effectiveness of Pakistan’s cooperation have been called into question by the discovery that Bin Laden had lived for years in a large compound adjacent to a top military academy in the city of Abbottabad, a two-hour drive from the capital, Islamabad.

While the Obama administration would still like Pakistan’s cooperation to wind down the war in Afghanistan and to root out terrorist groups, some American lawmakers are now calling for aid to Pakistan to be cut or suspended.

For their part, Pakistani officials were incensed that the Obama administration gave them no notice of the raid until helicopters bearing a Navy Seal team had already left the country.

Mr. Gilani’s four-day visit to China may help Pakistan as it tries to regain leverage with the United States. During his visit, Mr. Gilani met with Premier Wen Jiabao of China, who bolstered Pakistan by saying the United States should respect Pakistan’s sovereignty.

The news about the JF-17 aircraft is clearly a signal that Pakistan is shopping for alternatives to Washington, though the value of the deal may be more symbolic than decisive in terms of Pakistan’s military capacity.

Pakistani military officials have consistently complained that American aid, which they would nonetheless like to keep flowing, falls short on many essential military items that the Americans have been reluctant to offer.

The United States provides Pakistan with F-16 fighter jets to help the country match the air power of its archrival India, but Pakistani military officials have complained that their F-16 fleet is aging.

The deal is another sign that Pakistan’s relations with China are frequently far less encumbered than those with the United States, and that in many ways the interests of Pakistan and China coincide more easily.

The United States may be Pakistan’s largest benefactor, but China is Pakistan’s largest trading partner, and for years the Chinese have heavily invested in building a deep-water port in the Pakistani city of Gwadar.

China is often referred to as Pakistan’s “all-weather friend,” a contrast to the common depiction of its up-and-down relationship with the United States, which is deeply unpopular here.

The United States has invested in a special relationship with India. Both China and Pakistan, on the other hand, view India as a rival. They share an interest in containing India’s regional influence, particularly as the United States draws down its forces in Afghanistan, a process the Obama administration says it will start this summer.

At a landmark meeting on April 16 in the Afghan capital, Kabul, top Pakistani officials suggested to Afghan leaders that they, too, needed to look to China, an ascendant power, rather than align themselves closely with the United States, according to Afghan officials.

“You couldn’t tell exactly what they meant, whether China could possibly be an alternative to the United States, but they were saying it could help both countries,” an Afghan official said afterward.

UAE issues stapled visa to Kashmir residents

Srinagar, 05 May:The United Arab Emirates has begun issuing "stapled visas" to Kashmir  residents, including its "Prime Minister" Sardar Attique Ahmed, a media report said on Thursday.

The practice of issuing "stapled visas" is new and previously visas were stamped as usual on the passports, the Pakistan Observer newspaper reported on Thursday.

PaK "Prime Minister" Sardar Attique Ahmed Khan, who holds a Pakistani diplomatic passport, was issued a stapled visit visa by the UAE Embassy in Islamabad on Tuesday, the report said.

China had sparked a diplomatic row with India last year by issuing stapled visas to residents of Jammu and Kashmir.

Chinese troops on Jammu and Kashmir : Gen Parnaik

Srinagar , Apr 6 : China’s presence in Azad Jammu and Kashmir (AJK)is “increasing steadily” and its troops are “actually present” along the Line of Control (LoC) in Jammu and Kashmir, a top Army Commander said, adding the Chinese footprints are “too close for comfort” for India.

“Chinese presence in Gilgit-Baltistan and the Northern Areas is increasing steadily. There are many people who are concerned about the fact that if there was to be hostility between us and Pakistan, what would be the complicity of Chinese. Not only they are in the neighbourhood but the fact that they are actually present and stationed along the LoC,” Northern Army Commander Lt Gen K T Parnaik said here recently while addressing a seminar.

He said China’s links with Pakistan through Azad Jammu and Kashmir “lends strength” to the “nexus” between the two countries which is a cause of “great security concern” for India.

“As part of (China’s) ‘strings of pearls’ policy, Chinese footprints are too close for comfort,” Parnaik added.

The Army Commander said such a ‘nexus’ between the Chinese and Pakistani military “jeopardises our regional strategic interests in the long run and facilitates speedy and enhanced deployment of Pakistan armed forces to complement China’s military operations and thus outranks India.”

He said China has been found to be involved in the construction of numerous roads and several hydro-power projects inside Azad Jammu and Kashmir.
Beijing is laying a web of roads that run across areas as distant from each other as Skardu in Azad Jammu and Kashmir and Kunming in China near Myanmar border.

China has already constructed roads connecting all its highways to logistic centres and major defence installations that dot the border with India and the Line of Actual Control (LAC) in south-eastern Jammu and Kashmir.

US-NATO-JEWIS WAR: 'US Drones Kill 938 Pakistanis in 2010'

Srinagar, March 20 : The US has stepped up its drone attacks in Pakistan's tribal areas bordering Afghanistan, a new report by a Pakistani Non-Governmental Organization (NGO) says.

The Islamabad-based NGO, Conflict Monitoring Center, revealed the details of the deaths by US drone attacks in its annual report.

The report gives detailed accounts on how the CIA killed innocent people merely on the suspicion of being militants.

In 2010, the CIA carried out an unprecedented 132 drone attacks in tribal areas, claiming the lives of 938 people, it said.

The Conflict Monitoring Center points out that none of the media organizations throughout last year reported on body counts from independent sources.

Many analysts believe the geo-strategic game plan of the US has turned out to be counterproductive.

The year 2010 was one of the deadliest years for civilians living in the tribal regions, as the number of drone strikes exceeded the combined number of such attacks carried out from 2004 to 2009.

The report states that 2,052 people lost their lives in drone strikes during the 5-year period between 2004 and 2009. The rising civilian causalities have left behind many tragic stories in the tribal areas.

The reaction of Pakistani people against the frequent use of drone strikes is finally gathering momentum. In the worst of several US air strikes in Afghanistan and Pakistan in recent days, up to 51 civilians were killed last Thursday in Afghanistan’s north-eastern Kunar province. General David Petraeus, the commander of the US forces in Afghanistan, expressed the colonial-style hostility of the occupation force’s senior command toward the Afghan population, reportedly accusing local residents of burning their children to fake evidence of civilian casualties.

In a five-hour operation on the night of February 17, US Apache helicopters strafed a group of alleged Afghan insurgents with gunfire, rockets and Hellfire missiles. Surveillance drones guided the helicopter assault in the mountainous district of Ghaziabad, near the Pakistan border, and according to the Washington Post, bombs were dropped by at least one of the unmanned Predator aircraft. The attack was one of a number of recent US operations in the district, ordered as part of President Barack Obama’s broader escalation of the Af-Pak war.

Rear Admiral Gregory Smith, senior military spokesman in Kabul, stated that three dozen people were killed in the incident. He maintained they were all “suspected insurgents who had gathered to attack US and Afghan troops”. However, the remarks of one unnamed military official, cited by theWashington Post on Monday, made clear that American authorities had no knowledge of the identities of those killed. The official admitted that those targeted had been wearing civilian clothes.

Kunar Governor Said Fazlullah Wahidi contradicted Smith’s claims. He said: “According to our information 64 people were killed: 13 armed opposition, 22 women, 26 boys and 3 old men.” The governor sent a three-man “fact-finding team” to the area on Saturday, which returned with seven injured people suffering burns and shrapnel wounds, including a young man and woman and five boys and girls.

Dr. Asadullah Fazli, chief doctor at the provincial hospital in Asadabad, the capital of Kunar, told the New York Times that the hospital had treated at least nine wounded from the area, including three women, four children and two men. One two-year-old girl had to have her leg amputated because of shrapnel injuries. The Times noted: “There were several other military operations in the area over the last few days, so it was not clear which one caused those injuries.”

In an attempt to defuse outrage among the Afghan population over the latest atrocity carried out by the occupation forces, President Hamid Karzai issued what has become a pro forma denunciation of American military operations. He stated that “about 50 civilians have been martyred” and pledged to send investigators to the scene of the killings.

Karzai met with his national security council and General Petraeus at the presidential palace in Kabul on Sunday. According to an account of the meeting published in the Washington Post, “Petraeus, the top US commander in Afghanistan, dismissed allegations by Karzai’s office and the provincial governor that civilians were killed and said residents had invented stories, or even injured their children, to pin the blame on US forces and force an end to the operation.”

One unnamed participant in the meeting said: “He claimed that in the midst of the [operation] some pro-Taliban parents in contact with a government official decided to create a civilian casualty claim to pressure international forces to cease the [operation]. They burned hands and legs of some of their children and sent them to the hospital.”

The discussion demonstrates the contempt with which the American military command regards Karzai, the figurehead first installed as Washington’s stooge shortly after the 2001 invasion.

The Washington Post reported that Karzai and his colleagues found Petraeus’s baseless allegations “deeply offensive” and “shocking”. One official declared: “Killing 60 people, and then blaming the killing on those same people, rather than apologising for any deaths? This is inhuman. This is a really terrible situation.”

Petraeus declined to respond to the published account of his meeting with the Afghan president. The day after his provocative remarks on the Kunar killings, more Afghan civilians were killed in a US air strike. In Qilgha village in Nangarhar province, immediately south of Kunar, a missile destroyed a family’s home, killing the parents and four children aged between three and eight who had been sleeping inside. The father, named Patang, was a member of the Afghan national army.

A provincial official told the AFP news agency that American forces had targeted three insurgents planting mines on nearby road, but had hit the home by mistake. NATO spokesmen confirmed there had been civilian casualties, but said no further details would be released, pending an investigation.

One village resident told Pajhwok Afghan News that foreign forces intercepted a vehicle taking the wounded father to hospital, halting it for two hours. “The troops beat us and tied our hands,” the man, Psarlay, said. “Meanwhile, Patang died because of excessive bleeding.”

Another resident, 26-year-old Ezatullah, told the Wall Street Journal: “The house was completely destroyed by the strike. Only two children [aged] four and six survived.” He added that “thousands of people attended the funeral of the slain family Monday and are planning a protest against coalition forces Tuesday”.

A report issued February 1 by the Afghanistan Rights Monitor (ARM) tallied at least 2,421 civilian deaths and 3,270 injuries inflicted last year by US-NATO forces, Taliban and resistance groups, and Afghan government police, soldiers, and militia. The violence in 2010 was the worst since the invasion a decade ago. The real casualty rate for civilians is likely to be significantly higher than the ARM tally, with US-NATO forces routinely covering up their crimes and labelling victims as “insurgents” or “terrorists”.

 The Obama-Petraeus counter-insurgency strategy effectively centres on the use of overwhelming force against the population, aimed at crushing continued resistance to the occupation of the resource-rich and strategically vital country. At the same time, the Obama administration has illegally extended the war into Pakistan, with US ground forces active in the border region near Afghanistan, backed by a steady bombardment of CIA drone missile attacks.

On Sunday and Monday, two drone attacks killed a reported 12 people. In the first incident, seven alleged militants were killed —including, according to Pakistani intelligence agents cited by various media outlets, an Iraqi Al Qaeda operative—after multiple missiles struck a house in the tribal agency of South Waziristan. Five more alleged militants were killed the next day in North Waziristan.

These operations mark the resumption of US drone attacks after a four-week pause—the longest period in which Pakistan had not been hit by American missiles since December 2009. The temporary cessation was widely believed to have been connected with Washington’s efforts to secure the release of CIA agent Raymond Davis, arrested on January 27 in Lahore on murder charges. Obama’s bombings have generated enormous anger among ordinary Pakistanis, and destabilised the government in Islamabad. The US government is nevertheless proceeding, underscoring the ruthlessness of its Af-Pak war.

An article in the Washington Post on Monday pointed to the indiscriminate character of the missile strikes. It explained that at least 581 alleged militants had been killed by drones in Pakistan last year, but just two of the victims had been previously listed on the US list of “most wanted” terrorists.

 “Despite a major escalation in the number of unmanned Predator strikes being carried out under the Obama administration, data from government and independent sources indicate that the number of high-ranking militants being killed as a result has either slipped or barely increased,” the Washington Postexplained. “Even more generous counts—which indicate that the CIA killed as many as 13 ‘high-value targets’—suggest that the drone program is hitting senior operatives only a fraction of the time.”

The article noted that drones were no longer restricted to striking known targets. Anyone in Pakistan witnessed doing something deemed suspicious, such as travelling to or from alleged terrorist-controlled buildings, could be killed by CIA assassins, operating the drones from Langley, Virginia.

China shows Aksai Chin as its own

Beijing, Jan 19 : China today officially launched its state-run mapping website that rivals Google Earth, showing Arunachal Pradesh and Aksai Chin in Jammu and Kashmir -- two key areas of dispute with India --  as part of its territory, K J M VARMA reports in Greater Kashmir 18/1.
The map called ‘Map World’ displayed on the Internet in Chinese language is already being used in I phone and other mobile and Internet user applications in China.

It shows Arunachal Pradesh that China has always claimed as “southern Tibet” as part of its territory. The map makes no specific mention of southern Tibet but it shows China’s borders covered up to Arunachal Pradesh.

Also, the Aksai Chin area, which India asserts as part of Ladakh in Jammu and Kashmir has been included by the map as part of China’s Xinjiang province. Both areas are part of the border dispute being negotiated between the two countries, which so far have held 14 rounds of talks.
The map, however, displays the Line of Control (LOC) in Kashmir region acknowledging the both sides of the areas respectively under the control of India and Pakistan.
The unresolved border issue has been a simmering issue in Sino-India relations for a long time.
 The issue of Arunachal was in the news again this month after two residents of the state were issued stapled visas by China, a development which observers said could be an indication of a change in Beijing’s policy. China had earlier refused to offer visas to the residents of the state.

However, China reiterated yesterday that its policy that Arunachal Pradesh is a “disputed area” remains “unchanged”.
The online mapping service called MAP WORLD is meant to offer an “authoritative, credible and unified” online mapping service, state-run Xinhua news agency reported.

Kashmiri leaders plan visit to China, IRAN

Srinagar, Nov 21: Encouraged by China and Iran’s recent stand on Kashmir, both factions of Hurriyat Conference are planning to visit the two countries to mobilize their ‘permanent’ diplomatic support towards resolution of the Kashmir issue.

As part of the process, the chairmen of the two factions will meet the envoys of the two countries during their scheduled visits to New Delhi in coming days.

“A visit to Iran and China will not only strengthen our movement on diplomatic front but will help us to garner more international support for resolution of Kashmir issue. Like Pakistan, we have to garner support from these countries to pressurise India to resolve the Kashmir issue amicably and according to UN resolutions,” Hurriyat (G) chairman Syed Ali Geelani told Rising Kashmir.

He said during his planned visit to New Delhi he would be meeting the envoys of China and Iran. “I would meet the ambassadors of the two countries to formulate a proper mechanism for a formal visit,” Geelani said adding, “A permanent support for the implementation of UN resolutions will strengthen our long-pending demand for Right to Self Determination to allow Kashmiris to determine their fate”.

He, however, said any visit to these countries will be subject to the issuance of travel documents by the Indian authorities.

The Hurriyat (M) chairman Mirwaiz Umar Farooq also said that his conglomerate is working on diplomatic front for such a visit. “International support for Kashmir is must and we will surely visit these countries whenever such an opportunity comes. We are working on such things and as a first step we would be meeting the envoys of China and Iran during my scheduled visit to Indian capital in the coming weeks,” Mirwaiz said.

He said China’s stand on Kashmir has always been encouraging and the recent statement by Iranian spiritual leader on Kashmir is a beginning of support building process on international level for resolution of Kashmir issue. “To garner the support permanently, visits to these countries is necessary and must,” he said.

The Hurriyat (M) chairman said the senior conglomerate leader Aga Syed Hassan has been frequently visiting Iran, apprising its leaders about the Kashmir situation and its implications on the peace and stability of the region.

He said he has a standing invitation from a Chinese NGO and plans to visit Iran as well in the near future.

Why Kashmiris observe October 27 as Black Day!

Kashmiris on both sides of the Line of Control and across the globe observe October 27 as Black Day and consider it as the blackest day in the history of Kashmir. This is the Day when India landed its army in Jammu and Kashmir, in total disregard to the Indian Independence Act and Partition Plan in 1947.

In order to change the demographic composition of the territory, Indian troops, the forces of Dogra Maharaja Hari Singh, and Hindu extremists massacred over three hundred thousand Kashmiri Muslims within a period of two months.

The Indian Independence Act and Partition Plan of 1947 had stated that the Indian British Colony would be divided into two sovereign states, India, with Hindu-majority areas, and Pakistan, with the Muslim-majority areas of Western provinces and east Bengal.

India by landing its Army in Jammu and Kashmir violated the guidelines set for deciding the future of Hyderabad, Junagarh and Kashmir, three of the independent Princely States at that time, which were given the choice to either accede to Pakistan or India, considering the geographical situation and communal demography. It forcibly occupied the Hyderabad and Junagarh, which had Hindus in majority but their rulers were Muslims. Kashmir was a Muslim-majority state and had a natural tendency to accede to Pakistan, but its Hindu ruler destroyed the future of Kashmiri people by announcing its accession to India under a controversial accession document (Instrument of Accession). Many neutral observers deny the existence of such document with the argument that had it been there Indian government had made it public either officially or at any international forum.

It is a historical fact that if the partition was done on the principles of Justice then India had no land route to enter into Jammu and Kashmir but the so-called Boundary Commission, headed by British Barrister, Cyril Radcliff, that demarcated partition line, under a conspiracy split Gurdaspur, a Muslim majority area, and handed it over to India, providing it terrestrial access to the territory.

Right from the day one, the people of Kashmir did not accept India's illegal occupation and started an armed struggle with the total support of public in 1948, which forced India to approach the UN Security Council to seek help of the World Body to settle the dispute. The UN Security Council through its successive resolutions nullified Indian invasion and occupation of Kashmir. It also approved a ceasefire, demarcation of the ceasefire line, demilitarization of the state and a free and impartial plebiscite to be conducted under the supervision of the World Body. Although the ceasefire and demarcation of the ceasefire line was implemented while demilitarization of the occupied territory and a free and impartial plebiscite under UN supervision remain unimplemented till date. As a result of the demarcation, about 139,000 square kilometers area of Jammu and Kashmir remained with India while 83,807 square kilometers constituted the territory of Azad Jammu and Kashmir.

Indian rulers promised before the UN to resolve the dispute and provide the people of Kashmir with their basic right of self-determination, but later backed away from their commitments. India has been putting peace, security and stability of the entire South Asia at stake by demonstrating continued rigidity and stubbornness and not responding positively to the efforts made by the international community to settle the Kashmir dispute during the last more than six decades.

Disappointed at the failure of all the efforts aimed at resolving the Kashmir dispute through peaceful means, the people of occupied Kashmir launched a massive uprising in 1989 to secure their right to self-determination. This movement gathered momentum with the passage of time and pushed the Indian authorities to wall, forcing them to sit around the negotiation table with Pakistan in January 2004. The talks process continued till it was hampered after Mumbai attacks on November 26, 2008, when India without any substantive evidence laid the responsibility of these attacks on Pakistan and its intelligence agencies. However, Prime Ministers of the two countries, Yousuf Raza Gilani and Manmohan Singh after a meeting at Sharm El-Sheikh, on July 16, 2009, in a joint statement declared to resume the composite dialogue process to resolve all outstanding issues.

It is worth mentioning that Pakistan demonstrated considerable flexibility in the dialogue process by floating various proposals including demilitarization, self-governance and joint-management to settle the conflict over Kashmir, but India's intransigent approach continued to remain the biggest hurdle in making successful any effort made in this regard. The ground situation in the occupied territory remains unchanged, as the confidence building measures and the dialogue process could not provide Kashmiri people respite from the Indian state terrorism.

India has exhausted all its resources and means but has not been able to deter Kashmiris from continuing their liberation struggle. It has given a free hand to its troops and police to subject peaceful protesters to brute force. Over 70 people were killed only within a period of two months in 2008 when Indian police personnel resorted to indiscriminate firing to break up demonstrators in Kashmir. The Chairman of All Parties Hurriyet Conference, Mirwaiz Umer Farooq was placed under house arrest for two months to prevent him from addressing public gatherings. Liberation leaders including Syed Ali Gilani, Shabbir Ahmed Shah, Aasiya Andrabi, Nayeem Ahmed Khan, Muhammad Ashraf Sehrai, Masarat Alam Butt and Muhammad Saleem Nunnaji have been booked under the infamous draconian law, Public Safety Act to keep them away from the people. The troops have been setting new records of human rights violations by killing innocent people, arresting youth, disgracing and harassing women and setting residential houses afire with impunity.

The troops have killed over ninety-two thousand Kashmiris, widowed more than twenty five thousand women, orphaned more than one hundred thousand children and molested or gang-raped around ten thousand Kashmiri women during the past 20 years. The whereabouts of thousands of innocent Kashmiris, disappeared in the custody of troops, are yet to be made known while hundreds of unnamed graves have been discovered in the occupied territory, which are believed to be of disappeared Kashmiris. This whole mayhem is being carried out with the protection of draconian laws, by virtue of which any person can be killed or put behind the bars without any accountability.

The All Parties Hurriyet Conference sources made a shocking revelation recently that in line with a new scheme, Indian troops were killing innocent Kashmiri youth in fake encounters in the areas near the Line of Control after arresting them from different parts of the occupied territory. According to the APHC sources through these killings India wanted to mislead the international community by propagating that Kashmiri youth were trying to enter Indian occupied Kashmir after crossing over the Line of Control.
The Amnesty International, Human Rights Watch, Asia Watch and other international humanitarian organizations in their regular reports over the unabated rights abuses in the occupied territory have been raising their concern. Even the European Union Parliament during its session in Strasbourg on July 10, 2008 unanimously passed a resolution calling upon the Indian Government to urgently conduct an independent and impartial probe into the issue of discovery of mass graves in the territory. It also strongly condemned unlawful killings, enforced disappearances, torture, rape and other human rights abuses, which have been taking place at the hands of the occupation troops in Jammu and Kashmir since 1989.

It was yet another exposition of India's callousness that the Prime Minister, Manmohan Singh on India's Independence Day, this year, tried to hoodwink the international community by stating that the elections in Kashmir had rendered the freedom element irrelevant. To protest this unrealistic statement Kashmiri people observed crippling strike on August 22. Pakistan's Foreign Minister, Shah Mehmood Qureshi while addressing a meeting of Kashmiri leaders on September 4, 2009 in Islamabad categorically emphasized that the elections in Indian occupied Kashmir could not be a substitute of Kashmiris' right to self-determination. He reaffirmed his country's moral, political and diplomatic support to Kashmir liberation movement. The mammoth anti-India protest demonstrations, participated by millions of people in Indian occupied Kashmir, last year, should be taken as Kashmiris' referendum against the Indian illegal occupation of their soil.

These are the reasons that why Kashmiris observe October 27 as Black Day. The observance is intended to send a loud and clear message to the international community to take cognizance of the miseries of Kashmiri people, help stop human rights violations in the occupied territory and play its role in bringing about a solution of the Kashmir dispute in accordance with Kashmiris' aspirations. It is also aimed at calling upon India to read writing on the wall, accept the ground realities and come forward with a realistic approach to settle the dispute for the larger interest of the people of the region.

Will Kashmir lead to war with China ?

Bangalore, October 5: Will the current explosion in Kashmir ultimately lead India to another war with China? Reports say ruling “Jews of India” have been asked by the Jews to widen the conflagration so that China, which is already in the “Pak-occupied Kashmir”, is provoked to intervene through Pakistan. The staple food of the Jews and “Jews of India” has been war and violence to establish world domination. Having been defeated in their experiment in Iraq and Afghanistan, they are now trying to shift the scene to Asia and confront China with the help of the “Jews of India”.

Our sources say if there is such a direct confrontation between US and China it will lead to World War-III with Russia, Iran and the entire Muslim world. Dangerous days are ahead.

Nato regrets Pak troop deaths, urges route re-opening

ISLAMABAD/BRUSSELS: Nato chief Anders Fogh Rasmussen expressed regret on Monday for the deaths of Pakistani soldiers last week and said he hoped Pakistan’s border would reopen for NATO supplies to Afghanistan as soon as possible, reports Jumg (5/9./2010)

Angered by repeated attacks by Nato helicopters on militant targets within its borders, Pakistan blocked one of the supply routes for Nato troops in Afghanistan after a strike killed three Pakistani soldiers in the western Kurram region.

Analysts and Western officials said Pakistan’s closure of the border for a few days would not seriously impact the war effort in Afghanistan, but it would create political tension that Pakistan could exploit.

“I expressed my regret for the incident last week in which Pakistani soldiers lost their lives,” Secretary-General Anders Fogh Rasmussen said after meeting Foreign Minister Shah Mehmood Qureshi in Brussels. “I expressed my hope the border will be open for supplies as soon as possible.”

The apology came after gunmen attacked a convoy of trucks taking goods to Western forces in Afghanistan on the outskirts of Islamabad, killing three guards. The foreign minister while apprising the Nato secretary general of the gravity of public anger over Nato incursions said that Pakistan would only reopen the supply route for coalition troops in Afghanistan once public anger eases and security improves. “Unless the reaction cools down and we make sure that the supply line is secured, we cannot reopen it,” the foreign minister added. He further said the UN mandate for Isaf is confined to Afghanistan and Nato/Isaf forces are again advised to refrain from any actions that constitute a violation of Pakistan’s sovereignty.

Foreign Minister Qureshi did not hold a press conference after the meeting. Hours later, suspected militants attacked trawlers carrying supplies for Nato through Balochistan, killing one man, police said.

Pakistan has officially said the border has been closed for security reasons and the Taliban threat of more attacks will likely prolong the closure of the vital supply route — now in its fifth day — and further strain ties with ally Washington, which has long demanded Pakistan crackdown on militants. “Efforts are underway to resolve this issue, but there is a lot of anger in Pakistan about the border incursion,” a senior Pakistani government official told Reuters.

ISAF spokesman Major Joel Harper told Reuters in Kabul that the border closure wouldn’t impact the mission, but that the supply lines are “an important element of the Pakistani economy. It’s important to our logistics stocks”. The closures would force more supplies through NATO’s northern supply route through Russia and the central Asian republics, he said. “Nato authorities have all along anticipated disruptions in the supply chain and have been stockpiling supplies in advance,” said Kamran Bokhari, South Asia director at STRATFOR global intelligence.

Andrew Exum, a fellow with the Center for a New American Security and former adviser on Gen Stanley McChrystal’ assessment team in Afghanistan, said the closures mattered little tactically.

“Even though it’s painful it doesn’t cripple the mission,” he said. “The larger strategic issue is that we’re seeing a period of rising public tension between the United States and Pakistan.”

“It’s clear the Pakistanis are frustrated with the United States,” he continued. “It’s clear the Pakistanis are frustrated with the drone strikes in Pakistan. What I don’t think the Pakistanis understand is how frustrated the Americans and the American public are with the Pakistanis.”

Rasmussen said the killing of the three Pakistani soldiers was unintended and showed the need to improve coordination between the NATO and the Pakistani military. He said a joint investigation was under way. “It is important we step up our cooperation,” he said. —Agencies

Mariana Baabar adds: Meanwhile, the Inter-Services Public Relations (ISPR), when contacted, said it cannot confirm the identity of two planes that hovered inside Pakistani airspace at the time when Nato helicopters were striking a Pakistani checkpost. A private television channel showed the footage of the incident in which for the first time the presence of these two planes came to light.

The Brahmin symbol, swastika, was given to Hitler. A German scholar at Oxford University, Max Mueller, got the whole Brahmin “Sacred Scriptures” translated to English and published then. Germans took great interest in Sanskrit.

Leon Poliakov, a distinguished French (Jew) historian, in his book, The Aryan Myth (1977, New American Library, New York) says Jews were the victms of Brahminism. The Jews engineered both the 1st and 2nd World Wars to fight Hitler and finally defeated him but Brahmins fully supported Hitler and the nazis. All this is history. All the thinking Jews know this historical truth during our meetings in US, London and Paris.

It is only after the collapse of Soviet Russia, the Brahmins started courting the Jews. And making a beeline to USA. But all the brilliant Jews are fully aware of the Brahminist treachery.

Brahmins are carefully watching the world situation. They know, the US led by Jews is collapsing. They also know China which hates Jews is rising. As the saying goes the Brahmin is a good servant but a bad master.

Their fear is once the US loses and Jews are finished there is no use hugging on to Jews.

They are carefully watching the rising China and our information is they have already started licking the Chinese bum.

Good servant but bad master: The common masses of India (85%) have no say in the governance of the country but they have nothing against China. It is the Brahminist rulers (15%) who have fought with every neighbour around India, headed by the super power China which has become the darling of all the have-nots of the world. But in contrast the rulers have made India the most hated country.

During our recent visit to London and Paris (July 2010) and discussions with intellectuals familiar with this subject, particularly Brahminism, the curse of India, a new fear is being expressed.

Many experts on the subject of Brahminism say the Brahmin is a good servant but bad master. If you are strong, the Brahmin will lick your boot. But if you are weak he will crush you and suck your blood. Yes. Indian history proves this.

The fear expressed during our discussions was the Brahminists — scenting danger to their very existence — might quickly reverse their policy and start courting if not bum-licking the Chinese leaders.

Fears of the Western experts are based on the Brahminical behaviour during the British rule which they bitterly hated because it brought about justice, rule of law and introduced English education system - which threatened their very hegemony. In Madras, the Brahmins started the Hindu English daily to fight the British-owned Madras Mail.

Brahmins supported Hitler: Brahmins invited a notorious rejected British woman, Annie Besant, and made her the president of the National Congress, the party of the Brahmins, to fight the British rulers. They even courted Hitler, invited him to India, promising a red-carpet welcome, travelled to distant Germany, supplied their swastika emblem and made them fight the British.

Darling of the British: Though the Jews and the “Jews of India” are cousins, the two fell into opposite camps: The Jews hating Hitler and Brahmins loving the nazi Germany (Read our book, Brahminism, DSA-2002, photocopy available, Rs. 100).

Hitler’s forces even bombed London and the British, the sole super power of the day, was about to be defeated in the World War-II. But the Jews had a better strategy. They blackmailed the US to support British and join the World War in which Germany was finally defeated.Scenting the danger the Brahminists quickly changed sides and started praising the British and hailing Churchill, the war-time British PM. They have no permanent enemy but only permanent interests.

Will Brahminists surrender to China: They never keep all their eggs in one basket. They will be always with the victors. They quickly endeared themselves to the British, as by then they have already mastered the English language.

The Gujarati Bania as their fondest slave, they quickly managed to become the darling of the British. And then managed through the Jewish Viceroy, Mountbatten, the partition of India. The “Jews of India” finally won.
During our discussions abroad with experts on the Jews and “Jews of India” fears were expressed if the history would repeat in the case of China. Will the Brahminists surrender to their today’s enemy (China) so that their tomorrow will be sure and secure ?

But will the Chinese, firmly rooted in their centuries-old philosophy, who had the courage to rebuff their own ideological-mate, Soviet Russia, be fooled by the Brahminist rulers? Will the Brahminists shamelessly apologise for their 1962 war and their continued the enemity for decades?

China has already became the best friend of all the Brahminist enemies surrounding India: Pakistan, Kashmir, Nepal, Bangladesh, Burma, Lanka, Maldives. China has completely encircled India.

China hated Jews: No doubt all these enemies of Brahminist rulers will prevail upon China not to give scope to the “Jews of India”. China never allowed the Jews, who brought communism to Russia, to infiltrate its country. Chairman Mao and Premier Chou En-lai were fully aware of the menace of the Jews and also the ‘Jews of India”.

But in war and love — and politics too — there is nothing like a permanent enemy or friend. The Brahminist “Jews of India”, know how and when to stoop to conquer. Did they not give their wives, sisters and daughters to Muslim rulers? All this is part of history. Chanakya’s Arthasastra asks the Brahmin to stoop to conquer.

So we will not be surprised if the Brahminists try to build bridges and skyways to cross into China and bum-lick China.

Srinagar, Sep 06: PPP Chairman Engineer Hilal Ahmed War has questioned Hurriyat (M) Chairman Mirwaiz Umar Farooq’s hollow unity initiative terming it as mere political stunt. War said that Kashmiris who are laying down their lives for the attainment of right to self-determination cannot be fooled by such gimmicks. “More than sixty youths have been martyred by police and paramilitary for raising their voice against Indian occupation and nobody would be allowed to play with their blood,” said War adding “I think Mirwaiz hasn’t done enough homework or else it is some foreign idea which Mirwaiz wants to experiment.” War said that unity shouldn’t be restricted to three people offering Eid namaaz. “Such trinity shows can’t be used to hoodwink the masses.  These are mere photo-ops and the pro-freedom leadership needs to be more practical,” said War.

“It is beyond me why Mirwaiz called All Parties Meeting at Mirwaiz Manzil Rajouri Kadal in the month of June if his definition of unity is bringing just two more people in confidence. Confining the effort to three  people and barring other pro-freedom parties and genuine resistance forces is highly questionsable,” said War.

He said that the resistance movement has reached the decisive phase and the Kashmiri youths are doing a commendable job by taking it out from mosques and shrines by reaching out to the world through all possible means. “From internet resistance to street resistance, Kashmiri youths have given a fresh lease of life to the movement spilling their blood for the attainment of the right to
self-determination,” said Er Hilal War.

He said Mirwaiz needs to refrain from such futile, childish exercises and try to understand the dynamics of Kashmir issue.
