Operation Sadbhavana in Jammu and Kashmir

Traditionally the Army defends the borders and, whenever called in, helps in rescue work and providing aid to the victims of calamities. However, in Jammu and Kashmir, the Indian Army has extended its mandate to rebuild the lives of people devastated by terrorism.

Operation Sadbhavana : While tackling the terrorist menace, the Northern Command of Indian Army launched Operation Sadbhavana in 1998 to extend a helping hand in rebuilding the socio-economic life of people. Operation Sadbhavana and activities of the State administration were amalgamated harmoniously to generate synergy, with a clear focus to bring a palpable improvement in the quality of life of the people of the state.

Operation Sadbhavana is aimed at helping the people to help themselves. Under it the Army acts as a facilitator and catalyst for development projects that are identified jointly with the state administration and the people. Efforts are concentrated on projects at the village level.

The Indian Army actively assists in planning, provides technical assistance, makes available specialized equipment and conducts supervision. Maximum use is made of local labour, craftsmen and material so that the money spent on the projects is pumped into the local economy. Completion of projects in a time bound frame is the priority. In fact all projects under the Operation Sadbhavana have so far been completed in record time.

Focus Areas : Women and children have been the worst sufferers of terrorist activities. So they have been the natural focus of the Operation Sadbhavana for improving their lot and ameliorate their sufferings. Thus, the projects of the Operation Sadbhavana have been connected with providing quality education, women empowerment, better healthcare and community development.
Education

Rebuilding of burnt schools and renovating many more has been at the root of the Army’s effort in helping to restore the education system in the State. So far 60 schools have been constructed and 534 others renovated. Besides this, the Army is running 45 ‘Army Goodwill Schools’ that impart quality education to about 6800 students and provide employment to 346 teachers. Two ‘Mega Army Goodwill Public Schools’ are under construction, one at Pahalgam in Kashmir valley and the other at the border town of Rajouri in Jammu division. These schools will be equipped with modern infrastructure and facilities.

In addition, 81 children from militancy affected areas of the state are studying at Army Public School at Beas in Punjab. 26 other similarly placed students are studying in Convent Schools at Allahabad. Moreover, students from remote areas are taken on educational tours to various parts of the country to familiarize them with the development activities and the cultural diversity of the country.

Women Empowerment : Terrorism in the State has rendered many a women, destitute. For their empowerment, 42 Women Empowerment Centres/Vocational Training Centres have been established by the Army. Computer training, knitting and weaving are some of the skills which are taught at these centres.

Indian Army has appointed Lt Col N N Joshi as PRO Defence Srinagar. His mobile number is +919596786001 and land line No. of  Public Relations Office Srinagar is 0194-2465224.

Health Care : Another important area to have suffered damage is healthcare infrastructure The Army has made a determined effort at improving healthcare system. 49 Primary Health Centres have been established in remote and inaccessible areas. And to bring medical care at the doorsteps of the people, 1558 medical camps have been organized so far in conjunction with civil administration and medicines worth over Rupees Four Crore have been distributed. These include veterinary camps for healthcare of their cattle. To further augment this effort, the Army has set up mobile medical teams which go to remote areas to provide health care. The Army has also provided scores of artificial limbs to those who have lost a limb in terrorist activities like firing, mine blasts, grenade attacks etc.

Community Development : Information and awareness is key to development. The Army has established 324 Community Development Centres in the State, equipped with television and direct to home dish-antennas, telephones, library and indoor games. Moreover, adult literacy, electrification, water supply schemes and restoration of infrastructure are the other measures taken up for community development.

Development of Infrastructure : The army has not only constructed a large number of bridges and roads but also set up water supply schemes and electrified a number of remote villages.

Micro Hydel Projects (MHP) : Jammu & Kashmir has energy shortage. The energy needs aggravate in winter when demand increases considerably over supply. Many remote and inaccessible villages have yet to be electrified. The Army has taken up the task of providing electricity to remote villages which are inaccessible to civil administration. This is being done by harnessing the hydel resources in these areas. As many as 1000 Micro Hydel Projects (MHP) are being constructed to meet the electricity demand of these remote villages. So far, 283 MHPs have been completed. Besides providing electricity for lighting purposes, it will also help in running small business like flour mills etc. thus, generating employment.

Operation Sadbhavna has in general created an urge among the people of the State to help themselves. The projects under military civic action programmes, be it education, women empowerment, better healthcare or community development have yielded dividends to the people. They now want peace and tranquility so that the benefits of development can further be expanded and strengthened. (http://frontierindia.net)

Indian Institute of Rural Management

IRMA was established in 1979 at Anand, Gujarat with the support of the Swiss Agency for Development Cooperation (SDC), the Government of India, Government of Gujarat, the erstwhile Indian Dairy Corporation and the National Dairy Development Board (NDDB). The rationale behind its installation had to do with providing management education, training, research and consultancy support to co-operatives and rural development organisations in India.

The genesis of IRMA is owed to Dr. Kurien's work with dairy co-operatives, which revolutionized the dairy industry in the country. It was founded with the belief that the key to effective rural development lies in professional management. Professionalising rural management involves synergising specific yet unmet needs of the rural sector with the formal techniques and skills of management professionals. Linking the two are the ‘rural managers' graduating from IRMA after undergoing a two-year diploma (PRM) programme in rural management.

Born out of a maverick's dream IRMA is, today, at the forefront of professionalising the development of India's rural sector. Over the years it has provided management training, support and research facilities to students committed to rural development drawing, in the process, co-operatives, non-government organisations, government development agencies, international development organisations, and funding agencies towards it.

Most wanted L&T militant killed in encounter at Hushroo, Budgam.

J&K's most wanted L&T militant killed in encounter at Hushroo, Budgam.

A most-wanted Lashkar-e-Taiba militant died in a fierce encounter with Jammu and Kashmir Police and security forces in Budgam district of central Kashmir on Thursday.

On Nov 8,  Shoukat ahmad Lone @ Bilal Lone  r/o Lelhara, Kakpora was behind the striking in the garrison township of Awantipore on the Srinagar-Jammu highway,  militants on Thursday evening shot dead two Central Reserve Police Force (CRPF) personnel.

Accarding to  The Hindu that two gunmen carrying AK-47 rifles fired at two constables of the CRPF 130th battalion close to a revered saint’s shrine at Awantipore, 25 km from Srinagar, at 6 p.m.

The constables, Pradeep Ganna of Odisha and Mahesh Kumar of Maharashtra, died on the spot.

Senior officials rushed to the spot and launched a search operation. The officials were surprised that the attack had taken place near the battalion headquarters and the CRPF Deputy Inspector General’s office. Mr. Mir said the police got certain clues which indicated that a group of  Lashkar-e-Taiba (LeT) cadres had carried out the operation.

South Kashmir Deputy Inspector General of Police Vijay Kumar told The Hindu that LeT’s local operative Irshad Ahmad Ganai of Larkipora Padgampora  (Awantipora ) had attacked the CRPF men. He said the militant escaped towards the Jhelum and crossed the river using a small boat.

An operation has been launched to trace Irshad Ahmad Ganai and other members of the group, identified as Showkat Tak, r/o Punzgam, Pulwma distriect. Sajjad  Ahmad  of Aripora (Pantha Chowk ) and Showkat Ahmad Lone @Bilal Lone of  Lelhara. The DIG said the same group of militants had shot dead a soldier last year, taken away his gun and left another soldier injured at Pampore. Irshad Ahmed Ganai was allegedly involved in killing eight Army soldiers in a daring attack at Hyderpora on the eve of the Prime Minister’s visit in June. Bilal, according to the police, had shot dead a India's noted cardiologist ( Dr Sheikh JALAL sahib ) and two of his personal security officers at Pampore earlier this year.

Superintendent of Police Mohammad Irshad, who led the operation with senior Army and CRPF officials, confirmed the militant’s death and told The Hindu that Omar was the man who had shot dead Station House Office (SHO) of Chadoura, Sub-Inspector Shabir Ahmad, inside a shop in Chadoura township on December 2, 2013. He said that Omar was one of the most wanted militants of Budgam-Pulwama belt who had planned and executed a number of guerrilla strikes and played key role in reviving militancy in that area.

Panchayat members will not bow before LeT's threats: AJKPC

The All Jammu and Kashmir Panchayat Conference (AJKPC) today said that panchayat members of the state would not give in to the threats of militants whatever the consequences.

"We categorically refuse to succumb before any pressure or dictate of militants whatever the consequences will be," AJKPC chairman Shafiq Mir said here today.

He was referring to the latest threat of Lashker-e-Toiba (LeT) to panchayat members and other main stream leaders of the state to shun their political activities.

LeT's hand-written posters in Urdu had come up on the walls in downtown areas of Srinagar yesterday threatening panchayat members and leaders of main stream parties to tender their resignations within one week through newspapers or mosques or prepare for serious consequences.

Stressing that its the state government's responsibility to provide security to panchayat members, Mir described the threat as a "cowardice act".

He said that such acts and activities of militants would never weaken their resolve and stand for democracy but on contrary it would expose the militants in front of the world.

Mir also accused the Centre and the state government of not making proper security arrangements for the safety of panchayat members in the state.

"We have already lost six panchayat members and dozens were injured in various such attacks but government has not taken any step to protect them," Mir said.

AJKPC General Secretary Imtiyaz Afzal Beigh also condemned the state government's casual approach for doing nothing for the security of the elected panchayat members.

"We are not scared of threats... We are in the democratic process just to serve the masses and have nothing to do with the larger political Kashmir-issue. Those who are issuing these diktats are selectively choosing helpless targets just to mark their presence," Beigh said.

He said that though last year AJKPC president Anil Sharma (then General Secretary) had written to the DGP of state police for providing security to panchayat members no action has been taken.

LASHKAR-E-TOYIBA Warning

LASHKAR-E-TOYIBA's posted posters in civil_line areas, giving warning to All workers of
Lashkar letterpaids

NC ,PDP, congress. "Stay away or Face death"

Lashkar-e-Toiba (LeT) posters warning activists of pro Indian political parties and village heads not to participate in the scheduled Parliament and assembly election next year have been pasted in parts of Kashmir’s historic Old City, witnesses said on Thursday.

LeT has asked people to desist from supporting any pro Indian political party of Jammu and Kashmir and has warned village heads of dire consequences in case they don’t abdicate their posts.

"People who support the present ‘oppressive regime’ and those who favour National Conference, Peoples Democratic Party, Congress or BJP and intend to participate in electoral process are hereby strictly warned of dire consequences in case they continue to support or vote political parties,” handwritten posters in Urdu of LeT pasted in parts of Jammu and Kashmir’s summer capital Srinagar warned.

The posters, appearing at many walls and electric poles in Habakadal, Kharyar, Gowkadal and Basant Bagh area of Srinagar City on Thursday threatened, "we will put any such person to death who vote and support any political party.”

Warning village heads and district presidents of pro India political parties to relinquish their posts or face dire consequences, the posters asked them to announce their resignation during Friday prayers and through newspapers.

The posters have names of district commander LeT Nawab Ghaznavi and another commander Yaseen Kashmiri written on them.

"We are investigating the matter and it is too premature to say whether these posters are genuine or just a prank," a senior police said on condition of anonymity.

He added Police are looking into the matter. Similar posters have also appeared in different parts of Kashmir including Shupain, Tral and Varmul towns.

Ruling National Conference said such posters were nothing new in Kashmir as "we have seen this phenomenon in the past as well".

Opposition PDP chief spokesman Nayeem Akhtar said the truth about the posters must come out and police should verify the facts.

Senior Congress leader and former minister Abdul Gani Vakil said it is the duty of the police to investigate the matter.

The health of the tall, thin terror leader was the subject of much speculation in the last few years.

NBC News got hold a list of medications found in the Pakistani Abbotabad compound. None are used to treat long-term chronic illness. There were drugs to treat high blood pressure, ulcers, shingles, nerve pain and common childrens’ complaints.

They also found Avena syrup, an extract of wild oats that is marketed as a natural impotence cure. Aside from its use to increase sexual desire and potency, Avena sativa-Wild Oats syrup is also used as an artificial sweetener often used for a sour stomach. ‘The caution is, we don’t know who used what,” said Cynthia Reilly, a pharmacist and director of practice development for the American Society of Health System Pharmacists.

‘And we know that in the United States, 40 percent of medication use is off label,” meaning it is used to treat conditions for which it has not been approved. Bin Laden’s youngest widow Amal, 29, told Pakistani investigators: ‘He was neither weak nor frail.

Some in intelligence circles even believed he was having kidney dialysis treatment. But now evidence pulled from the medicine cabinet in his hideout, and interviews with his young wife in the Pakistani media, appear to show bin Laden, 54, was not in bad shape. They also show his fondness for herbal remedies.

In the year 2008 KPSS initiated a Independent Census Program of the Kashmiri Pandits living in the Valley and visited every nook and corner of the State to collect the data related to the Kashmiri Pandits viz-a-viz population (pre 1990 upto 31.03.2008), Killings, temples, health, jobs, financial status and other important factors.

Population (Pre 1989 upto 31.03.2008) / Migration

Sr. No. Time Period Kashmiri Pandit Population
In Kashmir Valley (families) Migration (families) %age
1 Till 01.01.1990   75,343 - -
2 01.01.1990 – 31.08.1990   40,741 34,602 45.93
3 01.09.1990 – 31.03.1992      6,460 34,281 84.14
4 01.04.1992 – 31.03.1998     3,773 2,687 41.59
5 01.04.1998 – 31.03.2008        651 3,122 82.74
Total 74,692 99.14

These figures reveal that out of 75,343 (3,67,289 souls) families; 74,692 (3,64.130 souls i.e. 99.14%) families of Kashmiri Pandits living in Valley opted for migration from time to time. These figures also reveal that the KP population in the Valley is still draining out and obviously, it is not the security reason. This clearly indicates that the State and Central Government have failed in restoring their faith in the Community and nothing positive has been done to stop this effectively.
What about those who didn’t got themselves as registered with the State / Central Government and were also forced to leave the valley from time to time. That means that the State Government is not going to own them back if the normalcy prevails in this part of the World.

Presently the Census done by the KPSS reveals that there are 651 families at 104 places living in the Valley having than 2756 souls by the end of March, 2008.

On the contrary Government claims that 808 Kashmiri Pandit families are still in Valley.

Kashmiri Pandit Killing
As per the report of the Government 219* Kashmiri Pandits have been killed during the past 20 years by the militants.

But as per the information so accured by the KPSS, hundreds of Kashmiri Pandits were killed during the past 20 years and the first list of 403  persons has been identified those who have been killed by the militants.

Even the cases related to the massacres have been closed by the State Government on the want of evidence. For which KPSS has already filed a compliant before State Human Rights Commission.

Temples
As per the State Government report only 170 out of 430 temples have been damaged in the militancy related incidents in Kashmir Valley past 20 years. It also said that out of 170 temples 90 have been renovated with costs Rs.33.00 lacs to the State Government.

But, as on 31.03.2008, during the census programme KPSS came across 665 temples which have been damaged due to the militancy related incidents during past 20 years. And we ask State Government to just publish the list of temples that they claim to have been renovated during the past 20 years alongwith the cost incurred on each temple.
All the figures so given by the State Government representative on the floor of House is very un-realistic and smells some conspiracy against the Kashmiri Pandit Community.

KPSS is going to organize a series of seminars on these issues in the coming days against the false propaganda of State / Central Government so that the world community can understand the malafide intentions of State / Central Government against this miniscule Community.

Wild Oats, Avena Sativa – An Aphrodisiac for Men

Since the beginnings of human civilization, mankind has invested considerable time and research into ways of improving their sex life. Over time certain substances like foods and herbs acquired the reputation of heightening sexual desire and even bettering sexual performance when used by men and women. These came to be known as Aphrodisiacs. One such plant which has been long supposed to have aphrodisiacal properties is wild oats, especially when used by men.

This is a kind of grain whose plant is known by the botanical name of Avena sativa. Since ancient times, oats have been believed to be a rich source of energy. However the product which is supposed to have aphrodisiacal properties and is now popularly referred as Avena Sativa is actually the extract of wild oats straw.

The extract from wild oats straw, also known as avena sativa, has long been believed to give a boost to the male libido. While the exact mechanism of this action is still not clear, according to some sources the herbal extract works by freeing up bound testosterone in the body. Testosterone is one of the most important hormones necessary for the building up of sexual desire. Present in normal levels in the male body, it helps to bring about sexual arousal and attains as well as maintain an erection among men. However only about 2 percent of the body’s testosterone is in a ‘free’ state with the other 98 percent being bound with protein molecules. The greater the level of ‘free’ testosterone, the more effective is the hormone in boosting libido. With fall of testosterone levels, a person may be unable to be adequately aroused or achieve an erection. In such cases, natural substances which raise the levels of free testosterone in the body may aid sexual stimulation and consequently sexual performance. It is perhaps for this reason that wild oats straw extract or avena sativa has been traditionally used in the treatment of impotence and premature ejaculation among men.

Yet another way by which wild oats have been known to induce sexual stimulation among men is by its effect on the nerves of the motor ganglia. The pericarp of oats contains an amorphous alkaloid which is thought to act as a stimulant of the motor ganglia, consequently heightening stimulation in the muscles of the sex organs. In fact some studies have shown that wild oats when consumed by horses produces unnatural excitement in the animals and the same effect may be duplicated among humans.

According to some sources, the chemicals present in wild oats straw are also beneficial for relaxation of the central nervous system. Hence avena sativa has been used to treat mild depression, soothe the nerves and remove anxiety – in other words create a mental state conducive to sexual pleasure.
Like most grains, wild oats is extremely rich in nutrients essential for sexual health. It is an energy powerhouse since only 100 grams of the grain produces 389 kcal of energy.  Besides this, it is an excellent natural source of proteins and contains most of the essential amino acids including substantial amounts of leucine and arginine. In fact arginine has been known to form nitric oxide in the body which increases blood flow to the genitals and thus helps in attaining erection among men.
Moreover wild oats is an important source of many vitamins and essential minerals. It contains substantial levels of magnesium, phosphorus and potassium – minerals which are not adequately found in other foods but extremely important for production of sex hormones in adequate quantities. Among other minerals present in wild oats are calcium and some amounts of iron, sodium, zinc, copper and manganese.

Some of the most important vitamins present in the grain are Vitamin B6, B12 and E besides Pantothenic acid, Thiamin, Riboflavin, Niacin and Folate, all of which are necessary for the healthy functioning of the sex organs.

Wild oats straw extract or avena sativa can be taken in the form of capsules which are available at large health food or herbal stores. Alternatively the herb can also be taken in the form of tinctures in case of which the usual dosage is 10 drops two to three times a day. As a grain oats can be consumed in the form of a gruel to get the maximum advantage of its nutritional properties and has been widely used in folk medicine as a strengthening agent after illness or childbirth. Also a thick emollient poultice made from boiled oats is said to offer relief from skin diseases like eczema or inflammatory conditions.

In general wild oats are well tolerated and its use has not been known to lead to any severe side effects. In fact it is much safer to use wild oats extract as an anti-depressant as compared to other herbs like St John’s Wort which may be contraindicated due to certain drug interactions. Avena sativa is also a safer alternative to herbal libido boosters like yohimbe as well as to chemical sexual stimulants which may result in undesirable side effects. Used with Valerian root, Avena sativa is known to be extremely helpful in treating withdrawal symptoms arising from addiction to tranquilizers, alcohol and even cigarettes.  The herb does not seem to have any known drug interactions so it is usually safe to use it in recommended dosage. However it is best to take advice from a healthcare professional before being used by pregnant of lactating women.

Also if avena sativa tincture is taken in excessive quantities, restlessness and overexcitement may occur.

In Europe, the extract of wild oats straw has been used for centuries by men for their reputed libido-boosting properties. This is perhaps why the phrase, “sowing your wild oats” referred to sexually promiscuous behavior. While modern research is just beginning to explore the aphrodisiacal possibilities of Avena sativa, the nutritional and therapeutic properties of wild oats has already been borne out in many scientific studies. RSS' Muslim wing: Active in 200 districts of 27 states

Rashtriya Swayamsewak Sangh, RSS, ran several programmes in Muslim majority areas of Western UP last month. The organisation was in direct touch with several maulanas and other influential muslims of Moradabad, Bareilly, Saharanpur, Mujaffarpur, Meerut and Agra.

RSS' muslim wing, Muslim Rashtriya Manch, MRM has been engaging Muslims with it for past 10 years. It is the only Muslim organisation which works with a nationalist, and not Islamic agenda.

Coordinator of MRM, Mohammad Afzal said that MRM is active in Uttar Pradesh and other parts of India and Muslim youth is joining it in large numbers. He said that Muslim elders have prejudices against RSS and it's not easy to convince them but the youth understands the need to be together else external powers will dominate India.

Afzal said, "We're reaching out to Muslim youth. New generation understands today's reality and we've been successful in making them understand that Congress and other so-called secular parties have betrayed the Muslim community for all these years and that BJP and RSS do not pose any threat to them."

MRM has branches in over 200 districts spanning over 27 states of India having thousands of Muslims associated with it. It was established in 2002 by Senior RSS leader Indresh Kumar, who’s been with the RSS since 1959. It is an organisation of nationalist Muslims with a motive to bring them in national mainstream. Indresh Kumar, who graduated with highest honours from Punjab Engineering College in Mechanical Engineering, didn’t take up a job to serve the nation. Recently, MRM has organised a big gathering at Jantar Mantar in which over 10000 Muslims had gathered. It was blacked out by the mainstream media

Afzal admits that he has to answer questions on Gujarat riots, and the allegations on Narendra Modi and Indresh Kumar, posed by Muslim youth. He says that there has been a false malafide propaganda against RSS. Indresh was extremely popular among Muslims but an attempt was made to frame him in blast case. Afzal revealed that they've been in touch with Devbandi and Barelwi Maulanas and they expect Muslims to vote for the BJP in large numbers this time.
