UN experts seek clarification from India on HR violations against three Kashmiris

United Nations human rights experts have asked the Indian government to provide details about the continuing the human rights violations against three Kashmiris.

The report seeks information on continued detention of a politician, the alleged custodial killing of a shopkeeper and the two-year-old disappearance of a teenager in Kashmir.

The communication from five experts, dated 31 March, was recently publicly uploaded on the website of the Office of the High Commissioner for Human Rights, The Wire reported.

“These allegations are part of what appears to be an ongoing pattern of serious violations of human rights by police, army, security agencies and the judiciary in the Jammu and Kashmir region, warrants in our view the most serious attention on the part of the highest authorities,” said the letter to the Indian government.

It was undersigned by special rapporteur on torture and other cruel, inhuman or degrading treatment or punishment Nils Melzer, vice-chair of the Working Group on Arbitrary Detention (UNWGAD) Elina Steinerte, chair-rapporteur of the Working Group on Enforced or Involuntary Disappearances Tae-Ung Baik, special rapporteur on extrajudicial, summary or arbitrary executions Agnes Callamard, and special rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism Fionnuala Ní Aoláin.

The UN experts, who received their mandate from UN Human Rights Council, said they had received information related to “allegations of arbitrary detention, extrajudicial killing, enforced disappearance and torture and ill-treatment committed against” related to Waheed Para, Irfan Ahmad Dar and Naseer Ahmad Wani.

According to the information received by the UN experts, Para, the People’s Democratic Party youth wing president, was arrested on 25 November, 2020, three days after he filed his nomination to run for district development council elections.

Para also had participated in a closed virtual meeting with “current and future members of the UN Security Council” in July 2020, where he had raised concerns about the Indian government’s actions in Jammu and Kashmir, treatment of minorities and border tensions with China.

Following that meeting, Para allegedly received threats from officials of the National Investigation Agency (NIA) that if he didn’t stop speaking against the Indian government, action would be taken against him.

In the allegations made public regarding Para’s case, the UN experts noted that there were complaints that the PDP leader was kept “in a dark underground cell at subzero temperature, was deprived of sleep, kicked, slapped, beaten with rods, stripped naked and hung upside down”. All this has apparently been recorded, and Para was examined multiple types by a government doctor and psychiatrist.

Para, a former journalist, got bail from an NIA court in January this year. But within a few hours of his release, Para was arrested by Counter-Intelligence in Kashmir (CIK) under a different charge related to providing financial support to terrorist groups. He remains in custody.

“Our concern in the case of Mr Waheed Para is heightened by the fact that his arrest and detention appear to be linked to his interaction with UN Security Council members, which would amount to acts of reprisals for such cooperation,” said the UN experts.

Last September, members of the northern Kashmir by Jammu and Kashmir Police Special Operations Group (SOG) raided the house of a 23-year-old shopkeeper, Irfan Ahmad Dar, in Sopore and detained him. The next day, his family learned that Dar had died.

The police claimed that he died while trying to escape from custody. Dar’s family contested that he died in police custody. The family also filed a petition in the high court seeking a copy of the magisterial inquiry report and FIR into the alleged custodial death.

Two years ago, 19-year-old Naseer Ahmad Wani’s house was raided by a team of 44 Rashtriya Rifles (44 RR). The complaint was that Wani’s phone was allegedly being used by militant organisations.

He was beaten and taken to the police station. Since then, has family has had no news of him. The army told his family that Dar had been released, but he never returned home.

Among the eight points on which India’s clarifications were sought, the UN experts sought urgent information “on the fate and current whereabouts of Mr Naseer Ahmad Wani”.

They also asked for details of investigations into allegations made about the treatment of the three Kashmiri men. “If no investigation has been initiated, please explain why and how this is compatible with the international human rights obligations of India,” the letter said.

The UN experts also asked for information on the factual basis “justifying the recourse to terrorism related charges levied against Mr Waheed Para, and how this is compatible with the obligation to pursue counter-terrorism obligations consistent with international law as set out inter alia the United Nations Security Resolution 1373”.

They asked for clarification on whether the move was compatible with the “reasonable understanding of the definition of terrorism in international law norms including the United Nations Security Council Resolution 1566 (2004) and the model definition of terrorism provided by the mandate of the Special Rapporteur for the promotion and protection of human rights and fundamental freedoms while countering terrorism”.

India persecuting Kashmiri Gujjar-Bakerwal communities by evicting them from forests: Mehbooba

PDP president Mehbooba Mufti on Monday accused the administration of persecuting members of the Gujjar-Bakerwal communities by evicting them from forest areas.

Her remarks came after reports claimed that an eviction drive by the forest department in the upper reaches of the Zampathri area of South Kashmir’s Shopian district turned violent after resistance by the communities’ members.

“A Gujjar from Kellar in Shopian was beaten to pulp by the forest department. On one hand this administration makes tall claims about the implementation of Forest Rights Act while at the same time they continue to hound and persecute these communities, the PDP chief tweeted.

The former chief minister also posted on Twitter a video of a member of the community claiming he was beaten up by forest department personnel.

China defends contentious CPEC, says it is economic initiative and has not affected its stand on Kashmir issue

India has protested to China over the CPEC, the flagship project of China's Belt and Road Initiative (BRI), as it traverses through Pakistan-administrated Jammu and Kashmir .

Beijing, May 24 (PTI) China on Monday again defended its controversial USD 60 billion CPEC project with Pakistan, disregarding India''s protests as it is being laid through Pakistan administrated Kashmir, saying it is an economic initiative and has not affected its principled stand on the Kashmir issue.

Leaders of China and Pakistan have praised the progress of the China-Pakistan Economic Corridor (CPEC) in recent days as the two close allies celebrated the establishment of 70 years of their diplomatic relations. 

India has protested to China over the CPEC, the flagship project of China’s Belt and Road Initiative (BRI), as it traverses through Pakistan administrated Jammu and  Kashmir. 

The massive infrastructure project connects China’s Xinjiang province with Gwadar port in Pakistan’s Balochistan province. 

China has been defending the CPEC, saying it is an economic project not aimed at any third country. 

Answering questions on the CPEC at a media briefing on Monday, Foreign Ministry spokesman Zhao Lijian said that the CPEC as one of the pioneering projects under the BRI has made important and major progress in infrastructure, energy, ports and industrial parks. 

He said the Belt and Road Initiative is an open international economic cooperation initiative with objectives of enhancing regional connectivity and achieving common development. 

"We are also extending the CPEC to regional countries, including Afghanistan. This will not only boost faster economic development in Pakistan, but also regional connectivity," he said. 

Asked how China sees regional prosperity being furthered by the CPEC in view of India’s position that it passes through Indian territory illegally occupied by Pakistan, Zhao said the project has not affected China’s principled position on Kashmir. 

"China has stated its principled position on Kashmir many times. The CPEC is an economic initiative that targets no third country. It is not about territorial disputes and does not affect our principled position on the issue of Kashmir,” he said. 

On the CPEC''s extension to Afghanistan, he said, "on third party participation in the CPEC, China is having discussions with third parties, including Afghanistan". 

"The two sides are having consultations through diplomatic channels. We notice that Afghanistan imports and exports goods through Gwadar and Karachi ports. High-speed highways are also being extended to Afghanistan,” he added. 

In a message to his Pakistani counterpart Arif Alvi on Friday on the 70th anniversary of the establishment of the China-Pakistan diplomatic relations, President Xi Jinping said the CPEC has achieved remarkable results. 

Pakistan Prime Minister Imran Khan said at a high-level meeting in Islamabad that the CPEC will bring economic progress not only to Pakistan but the entire region.

DRDO working on cultivating vegetables under intense winters for Army

The research for the same is being done by DRDO's Defence Institute of High Altitude Research
Leh, September 22 (ANI): As the troops are set to spend harsh winters at the China border, the Defence Research and Development Organisation (DRDO) is working on cultivating vegetables in the tough conditions here, for the Indian Army, with the technologies like passive greenhouse technology, zero energy-based technique storage, and microgreens.
The research for the same is being done by DRDO's Defence Institute of High Altitude Research (DIHAR).

While speaking to ANI, DIHAR's Director, Dr Om Prakash Chaurasia said that the focus is now on to augment the availability of fresh vegetables in winters like summers.
"With technology and hill council, all vegetables can be grown in summer but now our focus is on winters that how to augment the availability of fresh items in winters. There are two approaches, one is to standardise the greenhouse technology. This (Leh) place has high intercity of solar even during peak winter period so we are working on a passive greenhouse. We will be able to grow cabbage, cauliflower, and even tomato even in the month of January where the temperature drops till -25 degrees. We have an underground greenhouse as well. Another approach is to develop the storage of vegetables grown in summers. It is zero energy-based storage technology. Potato, cabbage, cauliflower, Raddish, carrot can be stored for 4-5 months," said Chaurasia.
Chaurasia also highlighted that DISAR is also cultivating superfoods like Quinoa, chia seed, seabuckthorn, and Goji Berries which are exclusively grown in Leh.
"Oxygen level is low and under stress condition in this area. So, we require foods which are enriched with nutrition. We are cultivating a superfood which is a food which you consume less and it is more effective. We are cultivating foods like Quinoa, chia seed, seabuckthorn, and Goji Berries," he added.

Describing the utilities of solo herb which is known as Sanjeevani, Dr Chaurasia said, "Himalaya is a treasure of herbs. Sanjeevani is one of the herbs found in the Himalayas. Its scientific name is Rhodiola. It cures fatigue, mountain sickness, and works on memory boosting. The roots of Sanjeevani have the fragrance of a rose. is working with UT administration for mass cultivation of it."
DIHAR has worked on the microgreen plant which will help jawans grow plants in harsh conditions and can be grown in 10-15 days. The product can be used as a seasoning for farmers.
Talking about microgreens, Dr Dorjee, a scientist in DIHAR said, "In the far area, Army is deployed in harsh conditions and there is no availability of substrate or soil to grow vegetables. Through technology, we will be able to provide these microgreen plants to army jawan when he is having lunch or breakfast in those areas."
"To grow these plants, we have to ensure that ingredients need to remain minimum like cocopeat, and after 10-15 days, these plants are ready for consumption. It can be used for seasoning too," he added.
Dorjee further said that around 20 vegetables can be grown in this medium and it is rich in vitamins, minerals, and antioxidants.(Business Standard)

Goji prefers areas with plenty of sun exposure and moderate soil humidity. A special requirement is that goji doesn't develop well in acidic soils. 

The annual yield from Goji berry fruits during its third year is about 2200-2500 kg/ha of dried fruits, and 4000-4500 kg/ha dry fruits during the fifth year. It is recommended to plant Goji with density from 3500 plants per hectare (1.60m between plants with a row spacing of 1.80m). The plants have to be adapted and stabilized before planting in field. Maximum yields of as high as 7500kg of fresh fruit per hectare have been reported in China.

Planting of Goji is performed during spring or the summer. Before planting, the land must be levelled, cultivated and marked. When developing large scale plantations with machine cultivation, it is recommended to use a plant spacing of 1.3m – 1.8m and 1.8 – 2.5m for spacing between the rows. For small plantations and home gardens, the distance is shortened up to 1.0 between plants and 1.5m between the rows.
 
Newly planted plants should be kept moist until they are established and well leafed out.  Thereafter they become can become very drought hardy and require little water.

A planning hole can be made at a size of 30cm x 30cm x30cm.
In general, good quality compost or well rotted manure (1.0-2.0kg) and a small hand full of bone meal (about 30g) can be added to the bottom of the planting hole, but make sure to backfill the hole a bit with the sandy soil in order for the roots not to touch the compost/manure. There are also good organic complete fertilizers on the market such as the VitaGrow 2:3:2 from Talborne Organics which works well to add to the planting hole before planting. Care must be taken to follow the application directions as too much fertilizer can burn the roots.

Coronavirus India News Live Updates: India's COVID-19 death toll climbed to 2,78,719 with a record 4,329 fresh fatalities, while the single day rise in coronavirus cases stood at 2.63 lakh, the lowest in 28 days, according to the Union Health Ministry data updated on Tuesday. The country reported 2,63,533 new cases in a span of 24 hours, taking the total tally of COVID-19 cases
 to 2,52,28,996, the data updated at 8 am showed. A total of 2,59,170 cases were reported in a span of 24 hours on April 20. The active cases further reduced to 33,53,765  comprising 13.29 per cent of the total infections, while the national COVID-19 recovery rate has improved to 85.60  per cent, the data updated at 8 am showed. The number of people who have recuperated from the disease surged to 2,15,96,512, while the case fatality rate was recorded at 1.10 per cent, the data stated.

Ladakh mulling on cultivation of Hing

Leh, May, 10: Secretary Agriculture/Horticulture Department, Ravinder Kumar convened a preliminary meeting regarding the prospects of Hing (asafoetida) cultivation in UT Ladakh.

Secretary, Ravinder instructed the Departments to initiate and explore the cultivation of asfoetida (Hing). He further asked to submit a proposal/plan in this regard. 

He directed all the line Departments to come up with an action plan and more scientific information after consultation with the national research agencies.

The meeting was attended by Dr. Chaurasia Director DIHAR, Dr. Namgyal, Associate Director SKUAST, Chief Agriculture officer and Chief Horticulture Officer Leh.

India gets 1.5 lakh doses of SputnikV vaccine first consignment from Russia

As many as 150,000 doses of the Sputnik V vaccine first consignment landed here from Russia on Saturday, Dr Reddys Laboratories said.
The drugmaker, which has tied up with the Russian Direct Investment Fund for the vaccine said in a statement that the initial quantity will be used across different channels as a pilot to line up the supply chain for the larger vaccination program rollout.
Subsequent consignments will arrive in the next few weeks, it further said.
